The JCRA did not receive any written representations or objections to the Initial Notice consultation which closed on 15 April. As such, the draft Direction which sets out the proposals for JP to meet certain quality of service targets becomes enforceable under Article 24 of the Postal Services (Jersey) Law 2004, from 16 April 2013.

On 26 July 2012, the JCRA issued an Initial Notice proposing that it should grant a request by Jersey Post Limited (JP) for a waiver under condition 20.7 of its Licence in respect of bulk mail services, which in turn would require the withdrawal of a direction by the JCRA to JP dated 19 July 2011.  The Initial Notice invited comments by no later than 9am on 23 August 2012.  In accordance with Article 24(9)(b) of the Postal Services (Jersey) Law 2004, as there were no objections or written representations received in response to the Initial Notice, the grant of the waiver comes into effect automatically.  Therefore, the JCRA announces that the proposals to grant the waiver and withdraw the direction to JP of 19 July 2011 came into effect on 28 August 2012.
